Charles is a native Arkansan, born in Cross County and a graduate of Harrisburg High School. After high school, Charles served four years in the United States Navy which included four tours in Vietnam. Charles is a graduate of Arkansas State University with a Bachelor of Science Degree in Business Administration. He is a graduate of the University of Arkansas at Little Rock School of Law where he received his Juris Doctorate Degree in May, 1978. After graduating from law school, he worked for the law school for the following year helping supervise a newly established legal clinic program. He later took a position as staff attorney with the Arkansas Alcoholic Beverage Control Division and was appointed Director of the Division in 1981, where he served for the next six years. Charles also served as a member of the Arkansas Army National Guard Judge Advocate General Corps. He was appointed State Judge Advocate for the Arkansas National Guard in April, 2000. He served as the Arkansas Guard’s State Judge Advocate for more than nine years before retiring at the rank of Colonel in September, 2009, after 31 years of military service. Charles has been engaged in private law practice in Little Rock since 1987.
